Samer E. Shalaby, P.E., President |
Samer Shalaby graduated from George Washington University in 1987 with a BA in
Civil Engineering and a Master of Science from George Washington University
in 1989. Samer Shalaby is a licensed professional engineer in the states
of Virginia and Maryland.
From 1989 – 1994 Mr. Shalaby served as the
Regional Manager for GMT Stafford, Inc, a geotechnical engineering company,
where he was responsible for overall planning, marketing and office operations
as well as all of their engineering services.
Prior to creating DCS, Mr. Shalaby was Director of
Engineering and Construction for the Fredericksburg
area’s largest developer, the Silver Companies.
He managed the construction of site infrastructure for the largest power-shopping
complex on the East Coast, the largest new retail complex in Stafford
County, and the construction of nearly 2.5 million
sq. ft. of retail space. He also
supervised several large-scale renovations, including a 100,000 sq. ft.
warehouse into multi-tenant retail space and complete
conversion of the 200-room Fredericksburg
Sheraton Hotel to a Holiday Inn Select.
Mr. Shalaby has significant and successful
experience with identifying, creating, and developing large and small
scale commercial and residential property throughout
the Fredericksburg area as
well as several projects nationwide. |

Kristen Johnson, Vice President of Operations |
Kristen Johnson graduated in 1990 from Virginia Commonwealth
University with honors and a Bachelors Degree in
Marketing. She spent 11 years with Columbia Gas
of Virginia
specializing in human recourses, safety compliance,
sales and marketing, and residential and commercial
land development. She also provided scheduling, budgeting
and value engineering for the company and her projects.
Kristen worked closely with company CEO's and front
line employees to successfully meet both company
and customer goals. In this venue, she established
and
maintained excellent relationships with local and
state government agencies.
Kristen began her new career as
a project manager with DCS
in 2001. As such, she worked with clients and local
and state government agencies to rezone property
and obtain condition use permits, site and building
plan
approvals, and ultimately occupancy permits and
finished lots. She has maintained company and client
budgets,
worked with financial institutions, as well as
provided value engineering. Kristen was promoted to
her current
position as Vice President of Operations in 2004.
In her new position, Kristen assists the project managers
with their projects and clients, assists team with
tenant leasing and land acquisition, establishes
company
budgets and financing, acclimates new clients to
DCS, researches property and completes special projects. |

Bryon
Counsell, Project Manager |
Bryon Counsell is a Civil Engineer, with 18 years of
engineering and construction experience. His career
responsibilities have ranged from simple engineering
design to complex construction risk management
and dispute resolution for large construction projects
throughout the world.
With DCS, Bryon has been involved with retail/commercial
development, residential development, Conditional/Special
Use Permits, property rezoning, project scheduling
and estimating, and tenant space build-out. Bryon has
specific experience with the development of more than
120,000 square feet of retail space in Stafford County,
Virginia and Richmond, Virginia. His responsibilities
have also included a large tract rezoning in King George
County, Virginia, as well as managing the development
of nearly 800 residential lots within four different
residential developments. Current projects include
managing portions of the 1,000,000 square foot Quantico
Corporate Center near Quantico Marine Corps Base. |

Joe
Adams, Vice President of Construction |
|
Joe is a graduate of Virginia Tech with over fourteen
years experience in the construction industry. Before
coming to DCS, Joe was the tenant construction manager
for a Northern Virginia developer where he managed
the construction of over 600,000 SF of construction
for tenants such as Cisco Systems, Ericsson, Linton/Task,
MRL Pharmaceuticals and Fed-Ex.
Since coming to DCS in 2004, Joe has managed numerous
projects, both residential and commercial. His projects
include various commercial base buildings, interior
office fit-ups and retail construction projects as
a general contractor for Development Construction Services.
Recent projects include MTCSC, a 37,000 SF office build-out;
Pancho Villa Restaurant; Unitech, a 8,600 SF office
build-out; Eagle Eye Vision, a 5,000 SF base building
and interior build-out; Almost Home Daycare a 7,800
SF daycare building; and Plantation Commons, a 16,000
SF medical building; three (3) build-outs for Neibauer
Dental, including their new 4,800 SF corporate and
dental office at Harrison Crossing; Virginia Urgent
Care, a 3,400 SF medical office; and Capital AV, a
12,000 SF warehouse building. In 2008, Joe was promoted
to his current position of Vice President of Construction. |

Richard Beland, Project Manager |
Richard Beland has 32 years in residential and commercial
development. In his career, he has developed numerous
residential developments in Maryland and Northern
Virginia. Richard has worked in Washington, DC
where he managed, estimated and developed multiple
retail, condominium high rise buildings and commercial
restaurants, ranging from 1 to 20 million in operational
budgets.
Since coming to DCS in 2007, Richard has managed and
developed multiple residential developments including
Hills at Aquia and the Glens in Stafford, The Oaks
at Chancellor in Spotsylvania and Cardinal View in
Culpeper. Currently he is overseeing Carters crossing,
a 18,000 SF retail building, and developing Berea Market,
which has approximately 5.42 acres for multiple retail
use. |

Michael
Snow,
Project Manager |
|
Michael Snow has a solid background in both environmental and civil engineering.
He has worked for over 8 years in the regulatory field of land development,
construction, and design, as well as the private sector for both land
developers and site contractors. He has worked on projects ranging from
small retail buildings and stream restoration projects, to large residential
subdivisions and airport/highway construction. Michael backs this experience
up with an education in engineering and having served in the Army as
a combat engineer.
Having joined DCS in 2007, Michael has worked on various
projects, including: residential subdivisions, retail/commercial
site development and building construction, and County
and VDOT bond release. In addition, he has used his
expertise in research to provide due diligence on
new or potential developments. Michael's current projects
include Dahlgren Business Center, River Club Car
Wash
and The Preserve at Smith Run I and II. |
